Lt. Rodney Rowland, who helped found the league and still runs it, said the idea, in part, was to help officers see the city's kids as kids, rather than potential troublemakers.
"It gave a different perspective to law enforcement," Rowland said.
The initiative that grew out of the Police Department's community policing unit started with fliers around town and 10 children playing softball at Tyler Park.
Almost 15 years later, more than 400 children are involved every year, through sports, entertainment, swimming and more.
After bouncing between homes for a couple of years, the program landed at the old Dunn Middle School on Johnson Road. The school board agreed to lease the building to the city after a new school opened.
The center, which started with a state grant as a means of crime prevention, is open and free for all young people.
